am curious as to why you want to do that, in most cases you just make the receiver such that signal strength is measured and displayed which will tell you how close you are to the transmitter.
That aside I would have to say you would need 5 distinct transmitters each transmitting at different power levels and each on distinct channels, or different modulation methods or different encoding methods there are a number of ways to accomplish it but all would involve distinct transmitters to get different power output levels.
I think the receiver having a signal strength measurement would be more elegant and less hardware and bandwidth consuming. If you wanted you could even multiplex signals to have multiple data streams over a single carrier.
